Effective Date format

Hi,

The effectiveDate that can be passed for some of the filings in the request header must be of format date-time according to docs -

The date and time a filing should become valid and applied.string (date-time)

Does the timezone matter as well? Should it be Pacific Time or is UTC acceptable?
